تأثیر افزایش قیمت گاز بر مصرف خانگی مشترکین گاز شهرستان سمنان پس از اجرای مرحله اول طرح هدفمندی یارانه‌ها

چکیده

  یکی از مهم‌ترین چالش‌های اقتصاد ایران موضوع پرداخت یارانه‌های دولتی به ویژه در حوزه انرژی می‌باشد. اجرای مرحله اول قانون هدفمندی یارانه‌ها با هدف اصلاح الگوی مصرف انرژی با شوک قیمتی 5 برابری در قیمت گاز طبیعی همراه بود. مطالعه حاضر به بررسی تأثیر اجرای این قانون بر مصرف مشترکین خانگی شهرستان سمنان (به عنوان شهرستان پایلوت اقلیم 3 آب و هوایی) پرداخته است. برای این منظور تابع مصرف گاز طبیعی مشترکین خانگی شهرستان سمنان به روش گشتاورهای تعمیم‌یافته GMM و با استفاده از متغیرها ی قیمت گاز طبیعی، وقفه مصرف سرانه، دما، وقفه درآمد سرانه، قیمت انرژی برق و متغیر مجازی DG ، از فرودین 1385 تا اسفند 1391 برآورد شده است. هرچند این مطالعه با توجه به کشش‌های قیمتی و درآمدی تابع برآورد شده است، حساسیت قابل توجه مصرف‌کنندگان به تغییرات قیمتی گاز طبیعی را نشان میدهد ولی شکست ساختاری در الگوی مصرف مشترکین گاز طبیعی مشاهده نشده است.

چکیده [English]

  Government subsidies are one of the most important challenges in Iran’s economy, especially concerning the field of energy. The main objective of this paper is to examine the impact of natural gas price shocks on consumption of Semnan household Gas subscribers. Thus , the function o f household consumption of natural gas customers in Semnan city was estimated by Generalized Moments Method (GMM), during April 1385 and March 1391. Variables consisted are natural gas prices, lag of per capita consumption, temperature, lag of per capita income, the price of electricity. According to the estimated price and income elasticity, consumers have significant sensitivity to changes in natural Gas prices however structural break has not been observed in the pattern of natural Gas consumption.
