These goods are public goods that all people will benefit from their use, and about them so-called market fails. One of indicators for evaluation the performance of government is amount of production of public goods. In this regard, the optimal level of the production of public good that maximize households’ utility is very important. In this article, three sections are as follows; households, firms and government-monetary authorities, due to the limitations that each section is faced, each of them is looking to optimize its goals. The results of the optimization household utility function show the optimal level of public good demand that it is proportional to pay people as taxes. Also the results of production function of public good show the optimal level of supply of public goods and services. Compare the optimal amount of demand and supply of public good show that there is a huge gap between optimal levels. در دنیای واقعی کالاهایی وجود دارند که مصرف­کننده­گان گرچه حاضرند، با پرداخت هزینه آن­ها، صاحب آن شوند، ولی امکان تهیه آن توسط بازار وجود ندارد. این کالاها، کالاهای عمومی هستند که همه افراد، از مصرف آن­ها منتفع می­شوند و در مورد آن­ها، اصطلاحاً بازار شکست می­خورد. میزان تولید بهینه کالای عمومی جهت جداکثرسازی مطلوبیت افراد، یکی از شاخص­های سنجش عملکرد دولت است. در این مقاله سه بخش خانوار، بنگاه و دولت- مقام پولی حضور دارند که هر بخش با توجه به محدویت­هایی که با آن روبروست، به دنبال بهینه­یابی اهداف خود می­باشند. نتایج حاصل از بهینه­یابی تابع مطلوبیت خانوارها، مقادیر بهینه تقاضای کالای عمومی که متناسب با پرداختی مردم به عنوان مالیات است را ارائه می­کند. همچنین بهینه­یابی تابع تولید کالای عمومی، میزان تولید بهینه کالا و خدمات عمومی را نتیجه می­دهد. مقایسه­ مقدار بهینه تقاضای کالای عمومی و میزان تولید بهینه آن، نشان می­دهد که فاصله زیادی بین مقادیر بهینه وجود دارد. https://jem.semnan.ac.ir/article_2972_498f9ce13b8f5ddee574aec32c73963b.pdf
